Yah I just heard about this recently too, and my understanding is that you're re-gaining control of the hand for cheap. It puts villain in a tough spot since he doesn't know if you have a legitimate hand and are just raising small to give a false sense of fold equity or if you're doing it as a bluff.
Also in the example Alexos is giving, I think this is a good spot for CiB cause you're willing to get it all-in against all the hands that would call if you pushed or raised big, but CiB is better cause you want him to shove over with all his draws that are worse than your draw.
That makes sense I guess. As Jones described it it seems almost like a trick play. It's about insta-minraising, and the insta part suggests more than just what you described.
Maybe Gabe will expound since well it's his theorem.
