I don't know why you guys are talking about utg raising, this guy is in the cutoff. It looks like to me he had at least 2 pair on the flop and was going to reraise you all in on the turn if you bet, but you checked so he waited til the river. If you reraise all in on the flop with a set here, what hands are going to call you besides KQc. 99 could also be a possibility if he put you on the flush draw. The way you played it I would probably have checked the river. If you want to bet the river you should probably have bet the turn.
