This looks like a fold but his line is so strange.
He only needs to be bluffing a little over 25% of the time to make this a call.
His turn range is something like

Which were 50/50 against when the river hits - but then he open shoves.
He's a 55bb early position open limper who's put in half his stack already playing his hand exactly like weak player with a draw that hit on turn.
If a decent/thinking player open shoved I'd fold in an instant, zeebo theorem etc, he knows he has no fold equity.
But I really think a weak player as you said just cant fold his flush
and he's shoving a lot of his flush range like he has some hope of representing a 6 or a better full house.
