Two laydowns vs Loose/Passive

My opponent plays about half his hands, calls flop bets with an unpaired Ace, any gutshot, etc. and will check down air and is generally very passive and the deck is hititng him upside the head. Two very fustrating laydowns.

second hand seeems a little weak to fold getting 4;1, even with the idiot end on a 3 flush/paired board.

Jx I tie, calling to win half a pot really really sucks.
Boat and slow played flush both have me smoked (with a player to act after him on the flop, his call could indicate some real strength)
He's weak enough that I can't rule out 99 either.
$25 just screams for a call, doesn't look like a blocker from this guy. He'd block for $20 or less I think.
