Default Is this the way to VALUE TOWN?

I feel like I'm not aggressive enough after the flop so I've been trying to make thinner value bets lately. What do people think about this one? Villain seems loose and donkish. His stats are 30/3 over something like 30 hands. He sat down at the table with some amount like $126.49 and doubled up with AA vs KK, in other words the AA hand is the only time he's raised pre-flop.

PokerStars No-Limit Hold'em, $2 BB (5 handed) Hand History Converter Tool from FlopTurnRiver.com (Format: FlopTurnRiver)

    SB ($257.20)
    Hero ($313.90)
    UTG ($196.70)
    MP ($200.60)
    Button ($258.75)

Preflop: Hero is BB with 8, 3.
UTG calls $2, 3 folds, Hero checks.

    Flop: ($5) 2, 5, 8 (2 players)
Hero bets $4, UTG calls $4.

    Turn: ($13) T (2 players)
Hero bets $9, UTG calls $9.

    River: ($31) 4 (2 players)
    Hero bets $22

Whenever I bet this river it feels like a bluff. I think check/call or check/fold is much better.

A lot of the time I think this players is calling down with mid pair or a spade draw, so I like this. I don't know if I like the river though.

Yuck, I c/c this river all day. I think these thin value bets work better in position. I mean, I have definitely seen some terrible players pay off a river bet with worse here, but I think the benefits of checking outweigh that of betting out and hoping to get called by worse hands. Keep in mind that it is definitely possible for him to check behind a better hand on the river, as well as the possibility of inducing a bluff from a busted draw.

I don't see too many players paying off with a 5 or a 2 here. If he has an 8, he has you outkicked, and if it's he's on a draw, he's obviously done, so I don't like it.

I thought for about 15 seconds before betting the river. He called right away with 5 6 and got taken to VALUE TOWN!

This isn't a standard bet for me either but I think a lot of worse pairs were in his range here and I didn't have a read that he was the type of guy who would auto-bet a missed draw if I checked to him. What's the worst hand you'd value bet with, then?

    Downswinging holla!
If you had A8 instead of 83 I would like it a LOT better. I don't like it as played since your kicker is awful. I think there is probably a bit more value here check calling with all the busted draws. The river bet was a little large too, half pot is better.

I think you got lucky here--most players, however bad, are not calling down a 2/3 pot river bet with third pair no kicker. I think, like Aislephive said, I would have to have like A8 to value bet that river.
