Default Getting those bet sizes right

OK, I think I screwed up on the turn. I have a real hard time figuring out what to bet. This guy (BB) had reasonable stats for 5max, although a little passive (about 30/8). How would you guys play this?

Paradise Poker No-Limit Hold'em, 200 NL (4 handed) Hand History Converter Tool from FlopTurnRiver.com (Format: FlopTurnRiver)

    UTG ($200.00)
    Button ($87.10)
    Hero ($233.40)
    BB ($181.30)

Preflop: Hero is SB with J, 9. UTG posts a blind of $2. Hero posts a blind of $1.
UTG (poster) checks, Button calls $2, Hero (poster) completes, BB checks.

    Flop: ($8) T, T, Q (4 players)
Hero bets $5, BB raises to $10, UTG folds, Button folds, Hero calls $5.

    Turn: ($28) K (2 players)
Hero checks, BB bets $13, Hero raises to $70, BB folds.

    Final Pot: $111
