    What's your play here?
    i probably call the flop, call a decent bet on turn (if not then bet/raise big), and try to get it AI on the river. if a club comes on the turn i'm probably getting AI on the turn to avoid a tough decision on the river if a 4th club comes.

    call and lead out the turn, find a way to get all his chips in. I think you are beating 70 vpip more often than not.

    I think you are definitely good against this guys range. I would put him most likely on a draw. You will probably have to pay off K3 or 33.

    Just call flop, and reraise pot any non-club turn. Hopefully he leads into you and you can somehow get close to AI on the turn.

    Another possibility is to minraise his flop c/r. I know minraises are frowned upon, but in this case I'm feeling its an option. If he goes AI you call. This move definitely gets you AI by the turn.

    Even though this player is 70/4, is he showing he is a real bad player?? I have seen people with close to these stats make a killing at 25nl. With his stack size of 78$ im assuming hes a donk.

    Oh yeah, raise pre-flop. You have a decent hand, and you have position against a donk. It makes it much easier to get your money AI faster.

    BTW, RAISE PREFLOP!!!!!!!!!!!!!!!!!!

    seriously, nothing wrong with calling, but raising is simply better.
