Default AJ hand facing a raise

UTG has $70 to begin with and only has $20 left after his raise on the flop. Is this a fold or a go all in?

    I have $200

He is loose preflop and moderately aggressive from what I seen.

    Pre-flop: (6 players) Hero is CO with J A
UTG calls, UTG+1 folds, Hero raises to $8, 2 folds, BB calls, UTG calls.

    Flop: 6 T A ($25, 3 players)
BB checks, UTG checks, Hero bets $20, BB folds, UTG raises to $40
