What hand are you putting him on? You are only significantly behind KK+, TT, 99, 22. You are getting the odds to push vs 9T.

At 10NL you also have to put Tx, 9x, in his hand, in addition to flush and straight draws. The 3-bet min-raise is scary, but without a read that he's tight, or at least a decent player, folding is terrible.

    So, push don't fold.

Ya, I thought long and hard about pushing or folding and in the end I wish I had pushed. Villain ended up being a not so solid player and lost his stack shortly after this hand. The fact he was an unknown was ultimately the reason why I folded, I decided to give him credit for a big hand. Minus the min raise part he played it like I would have played a set.

At these stakes should we assume all unknowns are donks until proven otherwise? It's been my experience so far that when a player reraises/rereraises you they're usually a decent player or a maniac.

It's safe to assume they're not very good (hence playing at 10NL). You will pay off sets sometimes, but you will also claim stacks from TPNK, etc.
