    Default K-K 200NL

Villain is a decent TAG 200/400NL regular. Besides having played with each other before i have been aggressive at this table, so it's possible he could call my 4bet with J-J/Q-Q. With A-K i assume he would go all in preflop.

Is bet/fold, check/fold, or bet/call the best option?

PokerStars No-Limit Hold'em, $2 BB (4 handed) Hand History Converter Tool from FlopTurnRiver.com (Format: FlopTurnRiver)

    SB ($102.30)
    BB ($240)
    UTG ($243.15)
    Hero ($197)

Preflop: Hero is Button with K, K.
1 fold, Hero raises to $6, 1 fold, BB raises to $22, Hero raises to $54, BB calls $32.

    Flop: ($109) A, 4, 4 (2 players)
    BB checks, Hero ?

I think bet-fold is fine here

If he calls your bet I'd value-town him on later streets

I would personally go for checking behind flop and calling turn then folding river if he bets, but betting turn and river if he just calls your turn bet
when the vpip's are high and the value bets are like razors, who can be safe?

pot $109, you got $140 left. If you bet meaningfully, it has to be $80 plus and I don;t think you can fold the last $60... so the question is, are you prepared to get all-in.
Based on pre-flop you look like AA and an ace hit, I'd think about weak betting $30 and watching the insta-fold. Call a shove and push any re-raise. Based on your read you are mostly ahead here - would villain call a 4-bet with AQ? I'm guessing no. If you're against AA, it happens.
