If you check, and he pots, dance around in front of the monitor, then shove all in. You have 13 outs twice. Leading into him isn't the worst, but if you know he's cbetting here 70% of the time (it's probably more like 90% in reality) you get more money by check-raising, so that's optimal.
We don't want to play a turn, because our hand is best now, and won't be on a brick turn, so we want to get all our money in the middle right now. If he calls you all in on the flop, you're getting the right price, and winning half the time, and he might fold, in which case you take down a nice pot.
But this is all definitely a preflop fold, and you should have raised 4xBB originally.
