Definately fold
I would definately fold the river, with no read you have to assume he is a tight player, and any raise after a bet from UTG has to be given respect until shown otherwise. With the call on the flop, plus the pre-flop raise, I can only really put him on QQ, KK . A9 is crazy to be re-raising, so any hand with a nine is out the question and the Ace looked like a scare card for both you and the other player, which stopped the action. AQ is unlikely due to the Sklansky concept, and AK would also have to be considered, though I doubt it with the flat call on the flop. Bluffing all-in would not work either if he has KK or QQ as he has left himself $3 approx and will be getting almost approx 5.6/1 to call, so he needs a 16.5% to win, and he can still beat JJ,TT and QQ (if he has KK.), he has enough hands to beat I think to make a +EV on the river, and we have no stats on him so we don't know if he is capable of those "classic" laydowns.
