Villain runs 11/8 over 40 hands. He looks positionally aware and has made steal attempts.
By my check on the river, I tried representing a two street bluff that gave up, or a jack scared by the flush, to give him the opportunity to bluff at it.
How could I have played it better?

I think you played it fine, except I would have made a smallish bet (about $1.5) on the river. Granted it's a small sample, but it seems as though villian is playing very tight and won't be raising on the river no matter what you do.

He is putting alot of money into the pot despite all the draws out there. Value bet the river.

    yeah I bet that river...

He's often checking a hand with showdown value like a set or worse. Maybe a lower flush too. Can't exactly put him on air here, so might as well toss out a 2/3rd on the river and hope he's feeling particularly stationey with something like the aforementioned hands

Bet more on the turn and definitely bet the river like half pot.
