Obviously firing a second bullet on the turn is more difficult oop, whereas we can usually take a free river card when checked to. So, I'll concentrate on OOP situations.
As you know, I play a pretty basic straightforward game. Thus, my second-barreling requirements are strictly board texture related.
Good examples of good spots to fire again (less than 3 of the same suit) :
K922
KT85
K843 etc
I find that most of the time, villain has less than one of the three remaining kings and could very well be floating with a paired Ax hand or mpp.
Most spots are not great for second barreling, so I don't do it oop too much. Brutal spots to fire a second time:

KQJx
QJ9x
2233
3345
three of the same suit on board
etc. I find that most people, including myself, just don't believe that hero hit the flop in examples 4 and 5, thus the float.
I'd like to add that other great spots to fire the turn oop or ip include turn cards that are very high cards in relation to the flop ex. A, K, Q...
Stack sizes is usually not a big factor for me. The only time it is occurs when villain will be pot committed after the second barrel.
Image is also important so I don't think I need to touch on that one.
