I asked Full Tilt for details on how to register, this is what they said:

Hello,

It is a web registration page if you meet the requirements in your case just to be associated with the 2 affiliate accounts below you will be shown a registration page with the tournament list and a register button. That will be the only way the players can register for this tournament. If you have any other questions please feel free to contact us.

There won't be a Register button like normal tournaments. Instead, click on the link that says "Click here to register" in the tournament lobby.
