Having trouble playing against bad Laggs

I need some help playing against these bad Lagg regular type players.
The type I am talking about are the ones who are too loose in every situation. For example, they all call way too many 3-bets or 4-bet way too often; they don't fold much on the flop and turn; they float a ton in position; they c/r a ton OOP.

Here's an example against a $2/4 regular.
His stats are 38/28/2.4
Folds to 3bet% = 50%
4bet% = 0%
Fold to CBet = 34%

Is this just a c/f every time against this guy? I don't know if I should just stop bluffing these guys altogether or not.

What are some adjustments I can make against players in general?
Some of these guys are folding to 3-bets less than 25% of the time.

3b wider for value
but 50% fold to 3b doesn't seem super unreasonable

he folds 34% to a cbet, but that means if you bet here he's floating you with junk a lot so if you get called you're probably about 50% equity against his range going to the turn because he's peeling any two overcards + any pair

so when you get called you didn't put in money that bad
and you'll get a fold some % of the time when he has like 54s

you can also barrel any club and when you hit a king or an ace
although with the range I assigned a queen hits his range hard and I wouldn't barrel a queen

Well he's never 4betting so he is calling 3-bets 50% of the time!
However, this guy is one of the tighter laggtards that I face on a daily basis. Most fold to less than 30% of 3bets but most 4-bet more often.
