    The only cool thing to do in Sac is leave. I worked up there for a while and remember there being a good poolhall/bar somewhere but I couldn't tell you where exactly. If you're in to the college party scene, check out Davis about 10/20 miles west of Sac. Fun little college town.

    There's some really good hiking/mountain biking/rafting along the American River if you're into that, I always stopped there on the way to Reno. Davis is a nice college town and midtown Sacramento has a bunch of good restaurants/bars/clubs probably more for the late 20s crowd. You just turned 21 right? There's a few crapholes for live poker, if you want to play someplace decent you'll unfortunately have to head to Reno or the South Bay.
