I' dont mind a min raise here, I looks like an ego bluff "I rased pre flop, its my pot" kind of thing. This coupled with the preflop min-raise(?!?) gives off a fishy vibe that could get you called down by a weak pair or overpair.

When he leads out again I'm thinking they must have some kind of pair/draw combo, maybe 99/66/76. I'd bump it up to 50-60 and take it from there, calling a push.

I'd guess all he's playing is a pocket over-pair and he just wants you the hell out before an ace or king shows up. I'd definately go all in.

Bump it to 60 and call his all-in. He flips 99-JJ?

Make it 25-30 on the flop, if he is going to draw make him pay to do so, and don't give him great odds to call and beat your obviously strong hand. I still raise him on the turn to like 60 as someone else said, because Opp prolly has a very wide range of hands because he interprets you as a misraising asshole, but i could be wrong so it is very read dependent.

Just out of curiosity, what hand are you putting him on by the turn? I'm a bit confused by his line.

I'd make a normal raise on the flop, probably tripling his bet, then throw out a big raise on the turn.
