Fold the flop. Once the over card comes and he shoes interest you have to let it go.

Got to love these limits when Q4s is worth 5xBB. Nice play on flop, slow down on turn. Only bet 1/2 the pot with this board, any 2 and any Q is beating and he called a raise on the flop.

I guess thats where I'm still having a problem, he could have had pocket 99 or TT and bet the same way ... so if I fold on the flop maybe I'm giving too much away?

Maybe, but because the play is so unpredictable and shit at these levels we only concern ourselves with pushing huge edges. We pass on marginal situations because we cannot utalise our full tool box containing things such as reads, complex betting patterns, mis-direction and folding equity. We can do this while still making 15ptBB/100 so why make things difficult.

Just fold, wait till the hand with no overcards, bet huge and watch with glee while he calls with his Q4 then! Job done.

An underpair is not likely to bet the flop at this level, giving you a free shot to get them to fold. Minraising the flop will not chase off the Q - you want to minraise when you have AA or KK to keep KQ, AQ, Qx in the game. If you want Q4x to fold you'd have to triple their bet or more.
But generally (at this limit) I'd just assume that it's pretty likely that opponent has the Q here and dump the hand on the flop, as iRich indicated.
