Default Tough river decision against fish

Norrman is a known fish on this site, and I have played him many times before. He is pending between a somewhat looose-aggro style and the regular loose-passive style. Today he seemed loose-passive.

Looks like a fishy AT...woops on the fold I think.
You lead the flop...don't see why not lead the turn. You don't want to chase him off so half pot is enough to give AT with the Ad improper odds in general.

I thought it would be to obvious to bet the turn, and also I though there was a good chance he would bet behind me. On the river I was really puzzled by his raise, and while he may have had only the T I feel that it is more likely he is pushing with the ace high flush or a boat. But of course, he is fish and may have overplayed trip tens or something. The more I think about it, the more I agree to that it was a mistake not to lead on the turn.
