Default Playing QQ against a shortstack

I'm holding in the SB at a 4-handed 5/10 table. shortstack UTG raises to $55, button folds, I reraise to $200, folded back to UTG who calls.
Flop comes . I check, UTG goes AI for $200. I folded. Thoughts?
I really wanted to get the shortstack AI preflop, and I would have been much more apt to do so if there wasn't a guy sitting on my left with a full stack. This sort of situation comes up fairly frequently, when a shortstack raises preflop and you want to put him AI but there are people yet to act behind you who will likely have you beat if they call. I re-raised to $200 because I figured that if the shortstack had a hand, he would (and should) 3-bet me AI anyways.

I guess my main question is whether raising villain AI preflop is standard here.

if you think he will call AI is the best option. QQ is good enough to 50bb in my books. If he is the type of player who likes to call half his stack with AJ and such PF but will fold to AI then $200 is a good amount.
