villian seems good 18/15. I thought he was making a move so I reraised he pushed and in my usual fashion didnt think at all and instacalled. What hand would he raise here?

Why did you think he was making a move on you? Is there any history or reads to back this up? Your flop 3-bet is pretty bad, given the dry texture of the board. You are essentially turning your hand into a bluff. What do you expect to get paid off by? 77? Against a 18/15, I'd probably just fold the flop. You are oop and half the deck is a scare card for you.

What hand would he raise here?

Trips or a full house. If you are villain and you hold 33, this is a great spot to raise (rather than waiting for the turn to raise), because so many people will go broke with a big PP, and the general rule of thumb that flop raises get less credibility than turn raises (a lot of ppl like to smoothcall flop and raise turn with a monster). Or he could possibly have a slowplayed high pocket pair, although this is obv less likely. Maybe air or a draw, but those hands will almost never put in another cent if you don't fold to the flop raise. Plus the fact that the pot is multiway means people are more likely to play honestly.

Is villain capable of calling a raise with 45? Is villain passive enough to limp 99-JJ? If villain has limped 99-JJ, what would he think of your 3-bet? My guess is he would fold unless he's fishy, since it indicates you have a high pocket. The villain either has trips or a house on the flop. Now would the villain jam the flop if he flopped a house? Some do, and some don't. He might definately, if he puts you on high pocket incapable of folding. I personally smooth call the 3-bet with a house and allow committment to drain the opponent.

FYI, I would call your raise with 45, if I knew you were the type of player to destack this easily.

I think he would reraise me with JJ+ and I think he can fold 99-JJ after the three bet. 45 is possible as is 33, but with those hands would he reraise that flop? If he puts me on a bigger pocket pair I'm drawing to two outs and if I didnt hit the board and have overs I'm folding.

I guess I thought if this flop helped him he wouldnt have raised. Now obviously if he was thinking thats what I was thinking then he would but you can go in circles all day.

I'm not trying to say I played this well. Ultimately I was just bluffing.

I don't mind his flop 3-bet, since so many passive players will fold and he wins right away.

After Hero comes over the top, what is the point of pushing? U now have 0 fold equity. Is it crazy to accept that your overs are dead and simply call-fold when the oesd misses? Hero will obviously push us ai on turn... so maybe it's a moot point.
