2. Given that I didn't bet the turn, what is the best play on the river, value bet something callable or raise AI hoping someone has a 9?

I like your line. Raise the river to something callable, like $5 or $6. I think a push makes your hand obvious, but that might not matter at these stakes. BTW, use a hand converter if you can.

Checking the turn is also best against people who "call with any piece of the board".
