    I think I just call here, and look to showdown without getting a/i. I'm probably not folding unless a K/9/8/7 falls. If he has a straight, he's making a pretty bad mistake raising so small to give you odds to beat him. He might also not bet enough on turn/river to extract maximum from you.

    He could also have JT/9T/J9/QQ/88 even 77 or KJ or some nonsense.

    Reraising is only good against a draw (or 99), folding is just too weak.

    Oh and I am ignoring cold caller who has like 9 bucks behind.

    Call and lead a safe turn. Check and see what happens if it isn't safe. Also lead if you hit your boat. And raise more preflop.
