I totally botched reading the hand, I mixed up villian and hero. I was thinking villian had re-raised him, not vice versa.
You are right, $12-15 is about right on the flop. If he calls anyway and the flush hits and you end up stacking off, this is not as big of a deal as he was not correct to call.
his flop bet screams semi-bluff (a draw possibly with middle or bottom pair), so I check turn when flush does hit. You want your opponent to call and make mistakes, but if the hand you fear hits, time to slow down. the fact that he checked is quite common when flushes hit, people want to induce bets from lesser hands. You check also and pray that board pairs on the river. Check-raise is one of the most common moves when the flush hits, so best to avoid it and just check. Call value sized bets on the river, but not much else unless board pairs.
IMO the only hand that calls your turn bet is one that has you beat, so i would not make it.
