Straddle?

It is an effective Big, Big Blind. It obviously induces more action at the table as the 3rd blind is double the Big Blind so raises have to be bigger. I've heard of it in cash games, but not in tournaments...I'm not sure why someone would want to do this in a tournament.

In a casino, you cannot straddle in a tourney. Like GMML said, it wouldn't make any sense if you could. He was probably just joking when he said that? Some people do that.
