A rule problem with fulltilt

It's the multiple accounts problem.. has anyone had any experiences with this rule? I didn't understand the rule pretty clearly and there might be a problem (long story short I opened an account for my brother but it's a very long story) .. I've sent an e-mail to FTP but they didn't reply yet and it's been a week.. thanks..
