Basically I am very worried about the raise which is only slightly bigger than a min-raise. It looks like he's raising but doesn't want to make it look like a MR because a MR is usually a big hand and doesn't want to scare me off. Do I just flat call here and see what he does on the river or do I get it in now? The only way the 9 could have helped him is if he had JT but I don't think he would raise with that. Otherwise all I'm behind is 66, or the other 2 Qs or Ks. Thoughts?

    Check/raise the flop every time.

What makes you think he wouldn't raise JT? It's right in line with his stats - if he really runs about 20% PFR then he probably raises every JT suited (at least) that he gets.

I agree with Fnord that this is a must check-raise on the flop. And don't be afraid of your slider bar. Try to get the money in early - you're hoping he can't get away from AK/AQ/JT/KJ/AA.

As played, turn action is scary. Pot odds are good but he's repping a pretty small range with that line, and JT is a big, meaty part of it.

Donking will get him away from air unless you're doing it a lot.

Against a guy opening lots of hands and betting the flop probably 90%++ of the time, the path to exploiting him leads through letting him put in money bad on the flop as often as possible.
