Depends. In some places it can get so cold in the winter that you can throw a glass of water up in the air and it'll freeze before it hits the ground (this miiiight just be a myth, but it does get as cold as -50C in some places). I lived on a small island, and the coastal climate makes it not that cold temperature wise (probably because of the gulf stream?), but the heavy winds make it pretty cold still. My definition of "really cold outside" is when you can feel your nose hairs stiffening. I guess that's about -15C. The coldest I've ever been was when I was in the army, it was close to -40C and I had to mark the landing area for an approaching helicopter. I made damn sure none of my skin was showing .

On a warm summer day, sure. In the winter you'd probably get hypothermia in 15-20 minutes.

In the north, yes. Not where I live now, though. Back home the sun doesn't rise from mid-october to mid-january (or thereabouts), that absolutely sucks. The flipside is that from june to august when the sun doesn't go down it's really cool, especially if it's a good summer and temps are high in the middle of the night.
