Default min raised w TPTK 50NL

Villain isn't a reg and he's clearly not a good player (stats ~30/8), but I didn't have any reads. I thought that I would call if he bets the river. Is it better to bet/fold?

    No-Limit Hold'em, $0.50 BB (6 handed) - Hold'em Manager Converter Tool from FlopTurnRiver.com
    Hero (BB) ($102.90)
    UTG ($50.75)
    MP ($83.95)
    CO ($60.25)
    Button ($64.20)
    SB ($21.65)

Preflop: Hero is BB with A, K
1 fold, MP calls $0.50, 2 folds, SB calls $0.25, Hero bets $2, MP calls $2, SB calls $2

    Flop: ($7.50) 5, K, 9 (3 players)
SB checks, Hero bets $6, MP raises $12, 1 fold, Hero calls $6

    Turn: ($31.50) 7 (2 players)
    Hero checks, MP checks

    River: ($31.50) 5 (2 players)
    Hero checks

If he's giving up on a bluff on the turn, I'd say he's pretty unlikely to bet the river. Fish take this line with top pair all the time so I defo prefer betting the river for value after the turn checks through. Fish can't value bet thinly at all so he'll probably be checking back most of the worse Ks he raised the flop with a good amount of the time.

I might do something silly on the flop

He's doing this will a ton of 1 pair hands. So I'd make a small 3 bet on the flop and let him make a bunch of mistakes.

am i the only one that just 3bet/gets it in with even like KQ here vs random fish and never folds to them with a decent hand

    this is good

    - I think he raises some gut-shots here too
    - and I would raise a little bit more PF (something like 2,5 - 3)

Min-raise IP on the flop followed by a check on a basically blank turn card usually indicates a free card play or an outright steal. He probably has nothing but a missed draw or perhaps a pair of nines, but he is unlikely to call a value bet on the river. If he had a king, wouldn't he bet the turn after you checked?
