    If he's a fish you already know to discount fold equity. Even fish think sometimes, and opening that flop even with a 1/4 pot bet against 2 players can only mean one thing. His ace rag hit and he's not folding it.

    Generally speaking,we shouldn't stone bluff a short stack donk who often tend to be a station. Its just not worth it in terms of risk/reward.

    i typically fold here vs a fish. especially a short one. i'm guessing by the thread title that you made it 16 to go and he snap min-raised?

    Coming from someone who has raised that bet a thousand times: fold.

    Even if he was deeper, there's just too many Ax, 99-KK hands in his range that he's never folding.
