I think this is the worst river card in the deck and it's a great card for villain to bluff-raise with if I do bet. Should I be value betting here or is c/c a better option?

I dont see villain bluffing here ever. Bet get calls from AA and AK KQ. I think you have to fold if raised but given villain small bet sizing on the turn and his call of your raise I dont see him having you beat ever either.
    Okay he can has flush.

c/c is probably the worst option. most of your value is coming from AK/KQ on the river, and those hands will check back. B/f or c/f.

I think I c/f. If you look at his continuing range when you c/r the turn, he can't really have anything much to bluff with on this river.

What worse can he vbet? If he had 2 pair on the flop, he's counterfeited anyway, so won't bet this river. _everything_ got there, so if he's vbetting the river, he has you crushed.

At these stakes, it's very unlikely that he turns AK/KQ into a bluff on the river, and as griffey said they are the only hands you can really hope he has if you do bet. If you do bet and want calls from those hands, I certainly make it small, otherwise you just isolate yourself with the hands that beat you - AK/KQ can't call anything bigger than half pot here ever, and even then I probably go a little smaller if I was betting (which I'm not).

All you have is a bluffcatcher, and he's not gonna bluff much - so I fold.
