Not aggressive enough?

We were playin in a home game tonight, and I got dealt pocket 10's. We play were down to 3 people, (lose players) and I raised and got 1 caller. The flop was a bunch of low rags, and this guy is easy to read (all I had to do was pick up my chips like I wanted to bet), he checked anyway and I could tell he didnt have anything. I bet 10 and he called, I figured he was chasing a face card. Another rag came up on the turn and he bet 10, I reraised him 10 and he called... river comes up queen, immediatly he throws in 20 and I fold, he shows his cards and he hit his queen like I thought...

What the hell can I do, my thoughts are to put him on a higher reraise than 10...

Stack sizes? Blinds?

2 morons called his all in with a decent stack about 15 hands or so before this and he tripped up, I had about 40 chips he had at least 150, the blinds were at 5/10
