If his draw doesn't make and you are sure of it, surely it isn't a bluff because you have the best hand.
I don't consider stack sizes in this situation, what you want to aiming to do on this hand is not give him correct odds to draw, giving someone odds to draw to their straight here is most definitely -EV.
Even if you do fire out pot sized on the flop and turn and he calls it all in, he has called without odds, so that puts you in a +EV situation.
