low Ms, passive players, dead cards

This is a situation I seem to run into sometimes in MTTs, and I don't know how to deal with it. Let's say it's around the 1-2 hour mark, and you're getting short stacked, with an M of anywhere from 5-15. but the table you're sitting at is full of passive pre-flop poker, limping with anything from 67s to QQ, so it's hard to steal in position. And on top of that, you can't catch anything but junk. what do you do? If you can't steal blinds and have nothing decent to push with, how to stop from just getting eaten alive by the blinds? how do play this differently if you m is 5? 10? 15?

wait for cards. also try to pick on the few tight players at your table. try to take advantage of bubbles too.
