I assume that by this u mean that there is very little chance of me getting him to fold.

You are the bb right? At first glance I think that his tightness would mean his range is pretty small, couple that with the fact that he will not be taking his fair share of blinds in the future, while folding his small to you and I could find a call here. Pushing this as a message to lay off my blinds is standard for me, but this strong read makes calling and seeing a flop in position a viable option(especially if he plays str8 forward post flop).
