Assuming he did not call the preflop raise with 57 or T7 the 9 did not change much

2. Slowplaying boat/quads
3. Has a hand he did not decide if he is ahead or behind with
(TT, JJ,77, A8)
4. 99 who got lucky on the river

Option 1 you are not getting paid
Option 2 you are in deep shit
Option 3 you are probably geting payed since he is pretty much pot comitted
Option 4 you are in deep shit again

Not that good, you bet every street and the flush draw did not hit, why should you not bet.
In addition one of the leaks of many new players is slowplaying too much, and this can be one of this cases

Think he'll call it all off? If not, consider betting half his stack for the easy call. Bad players get into these spots, then will sometimes chicken out when they discover they're playing for everything on the river. This mostly applies early, with kinda non-shallow money.

i value bet the river here....i dont bet 600...bet like 300 or so......
