Hands he does this with : TT+, 88, 99

A9 just doesnt seem right, he would (or should) be betting closer to 2/3 pot with TPTK. Even TT+ should be betting more given how scary that board is. The hands the make the most sense to me are 88 and 99, leaving you at 25% which is a fold. Best thing your against here is A9, which is 50% against you...but like I said I dont think its A9.

Since your on the bubble I'm even more convinced he's hit a set

I would re raise more than you did on the flop, then be bitter and fold if he came over the top.
