He is SB and C/R the flop so seems most likely has trip 7's, or slowplayed high PP preflop, is being cute with a T.

Flop play seems OK.
On turn I would probably raise.
As played I am ok just calling his river bet. Him slowing down indicates weakness or a value bet but still you have the bottom end of a boat with him showing aggression the whole hand.
