I don't see him with calling preflop with a 7, although I would be concerned about JJ+. There are a lot of hands he could have called with that you beat here. My guess would be pocket pair, maybe even just two face cards or A high.
This is really read dependent. I play the $5.50-, and some players there are very aggresive with big stacks and not so great cards. He figures your probably missed that flop too and are just c-betting, and being the short stack you are will just give up your AK,AQ, or whatever he put you on.
If he has been loose, go for it. If he has been tight I would fold.
