When there are only a few limpers and I am in the bb or sometimes the sb and I raise it up just to collect the money already in the pot PF, or make a cbet on the flop to take the small pot down.

This shortball move is a great move in the beginning of MTT's to start building your stack, but does it have a name?

Um, how about "stealing"? Or more directly, punishing limpers.

What sucks about this move is that you are raising a loose limper who easily stacks you, out of position with a terrible hand.

Well, "sucks" is maybe too harsh. But this move would be better if:
a) There more more limpers
b) You had a read that he was weak
c) You have a read on what he calls the PFR with
d) You were on the button (position)
e) You had some kinda cards, like 68s
f) You had stack leverage over villiain/villians
