Figure it's a $21 bet to win a $12 pot, and if we are called, let's say we have 20% equity. Against the range he'd call with, we certainly aren't below 15%, but let's just say 20% for simplicity's sake. So we'd still have about$9 equity if we push here and we are called.
We have $21 on the turn.
50% he folds: we have $33.
50% he calls: we have $9.
Expectation: $21.
I honestly just ball parked the 50/50 guess but it's dead-on.
If you think he folds half the time, you should push, because even though it has the same EV (and higher variance) then a fold, you should pick the more agressive play for metagame reasons.
I think you should fold, by the way, because I don't think this guy is folding half the time. 
And yes, I would raise that flop.
