Flop minraise is horrible. I would fold to the reraise on the flop without a good read. How is he bad? Is he just a wild player who plays bottom pair like the nuts or is he bad for a different reason? We need to know these things. What is his vpip/pfr? This will help us define his hand range. I think the turn raise is spew. Worse hands never call and better hands never fold, and aside from the various pair + gutter combos the board isn't all that drawy.

I still would probably 3-bet pf here. As played def lead this flop. Min c/r just sucks. What do you hope to accomplish with this? C/c on the turn. Almost no worse hands call your push, so just call and let him bluff the river.

I min raised the bet on the flop to define utg's hand, I agree turn is terrible

Make it $16 on the flop. Fold to a 3bet. Fold turn.

If you wan't to accomplish something, do it in one decisive stroke. Don't mince around about it.
