My action?
Well, your "read" above states that he likes to slowplay, and then hammer hard if he hits a flop. I usually read slowplay to mean that they make a move on the turn. This is a very very dry board, and you have TP2K. The turn pairing is a very good card for you (in terms of putting people on hand ranges).
Here's your options:
1) Conventional wisdom says you should check behind here on a dry board and a massive cold call by bigstack. There's only 2 cards (Q or A) that could come that create problems on the river.
2) Value bet the turn. It's an $11 SNG, these guys don't know what they are doing. Bigstack could be trying to figure out how to play 99 or JT. Also, you've already committed 700 chips, or 33% of your chips. You have 4th place in chips (barely).
Final analysis:
I generally follow line 1. There's only a total of 5 hands that are really scary that we're worried about (1-JJ, 1-55, and 3-33). AJ would more likely check-raise, so we are WA/WB.
