He's mostly advocating cutting these people off in later position, not necessarily on the blinds. This way, if they call , you still have position on them, and have options after the flop ( though if you are truly restealing, you probably dont want to go to a flop period lol)
he also says stealing from the cutoff has become more "money" than from the button, in a stealing related off point 
In many cases there is more value in restealing when the table is tight, as some players know there is a better chance of taking the blinds so their range is wider from HJ onwards.
it's these specific players amongst the tightwads I'm talking about. obv i'm not advocating restealing without a read. But picking up betting patterns from a guy who is obviously aware of how the table is playing is as useful as restealing in a loose environment.
i just think that these guys don't want to call off their stack often enough which makes the situation +EV, along with the times we suck out when they do call. i wouldn't do this with the same type of player if they were to have enough chips left for push and fold if they lost as they'd likely be aware of this too.
