Preflop: I would raise it. Any pair is a big hand heads up, even with very low blinds like this. I make it 30-40 to go.
Flop: As played, I think your flop raise is OK in case he is c-betting with air (as a good opp would do pretty often).
Turn: Once he calls your flop raise, I give him credit for a hand. I would just flat call his turn bet with the OESFD rather than raising to deny him the opportunity to come over the top. That way you can see the river card and re-evaluate.
As played, I think you have to fold, whilst you are getting 3:1 on your chips (so if you have 12 clean outs you can call here) as you said many of your outs are likely to be tainted.
