Default Topic: To Move Up or Not

First, let me brief you with my poker history. I started playing serious SNG grinds last January 28. I have played levels at $5.50 and $11 and the occasional $20+2 at Pacific and $6.50 turbos at PS. I have built my roll to about $1800. I know I am more than properly rolled for the $27 in stars. Can someone let me know the main difference between plays at $6.50 and $27? I'm hesitant to make the leap. (as if that big a leap )
The more specific differences you can enumerate the better.

There's a reasonable difference between $6.50s and $27s. The main difference I'd say is that the $27s are definitely tighter and more aggressive with more players who understand push/fold poker and less complete donkeys (but you usually get 1-3 per game though). Much less open limping once blinds get bigger at the $27s than the $6.50s.

As an intermediate step, why not play some $16s, see how you go and move up from there.

I heard the rake in the $16s is horrible or did I get that right?

No, the rake at the $16s (they are $15+1s) are the best anywhere on the net. 6.67% rake is about as good as it gets.
