I also think we need to B/F this flop so that 22-99, SCs and AT, AK aren't getting a free card and won't try to steal. As you said, we are ahead of most of his range, so charge the draws. The cbet will also work as a blocking bet and you will often get to see the river free against AJ and AQ.

I think it's very close between B/F and C/F though, although if we C/F the flop, we can't C/F turn, that's just too weak. So my order of preference is:
1. B/F + C/F
2. C/F + B/F
3. C/F + C/C
