You think 3 people call that flop bet without an 8? I fold the river. Check/calling a resonable amount on the turn is good because of how likely someone just made a straight. I agree with betting the turn if theres 1-2 calling the flop

For sure this is a flop you can feel free to overbet 4 ways.

Also make sure you think about hands like this when you limp 99. I'm not saying it's bad but it has a lot of hidden negatives.

I still dont really see why no one else has considered folding the river. Maybe I'm off on this but I don't think many people at the 16s would be betting the river without an 8 considering the flop action. I could maybe soe someone doing this with QJ but imo its 8x too much for calling to be profitable. This would be a good spot to sharkscope villian
