Okay, well I'll give my thoughts. In a $20 I'm not gonna assume everyone is a donk, as I do in the $5.50s, first and foremost. Secondly, these two players are acting from UTG and UTG+1, which we know to be the two spots on the table we should play tightest at. UTG could be raising a wide range here, since he is an unknown, but I highly doubt UTG+1 is making his play without at least fairly decent values (You say he had JJ, I would have put him on a range of QQ+, AK, AQs). You have a really good hand, however, let's look at our 3 options.
Call - I dislike this one most of all. You will have commited ~400 of your 1500 stack preflop, not to mention UTG will get another chance to act and could repop it. If he doesn't you are going into the flop with 1100 with a pot of 1200 already. Very bloated for an unmade hand. If you hit you can get it in, but if you miss and you usually will, you have to fold to any action. With the preflop action, it is very likely at least one will lead out.
Shove - You very well could be ahead of their range. They are both unknowns, so we can't give them "too" much credit just yet. However, with the aggressive action before you, there is a possiblility your shove will be called by one or possibly both. If they are willing to call your shove here I would feel a bit worried as the cards come as I'd be sure one has a decent-large pair and I would need to catch.
Fold - This is the line I would have taken as well. Mainly for the reasons above. I hate to call here, and I don't feel comfortable enough just yet to know these guys are betting without solid values. I'd be willing to chalk this away without any investment and start anew.
So imo, nice fold. Hope you did well with the rest of the tourney.
